For many people, Skype was their first experience with Voice Over The Internet Protocol technology. In plain English, Skype let people talk over their high speed internet connection.
Skype continues to improve call quality and features. To make Skype more like a "real phone" though, Skype enabled phones both for home use and Skype enabled "cell" phones are now available in addition to the older Skype accessories such as headsets and microphones for your computer.
Thankfully "big name" phone makers are creating products you can use with your account so you can rest assured you'll be able to buy high quality telecom equipment to use!
Skype is primarily a VOIP product for residential use and for small offfice/home office business people though it does have business applications. If you are trying to save money on your cell phone bill, particularly check out Skype enabled wireless phones that let you switch to using Skype instead of a the cell phone network if you are someplace with free wireless high speed internet. When we were traveling out west this summer, there were many rest areas, for example, with free wireless internet where Skype service would have been superior to the available cell phone signal!
Personally I don't think Skype's voice quality is all that hot. Some of the paid services sound more like "real phones" to me. I've had to just get off Skype and call on a landline or cell phone. That's bad if you're using it for your business lifeline!
Warning: Skype cannot be used for emergency 911 calls in the United States! You must have a land line or cell phone if you want to make a 911 call!

Note, it you're new to all this Skype business, basic Skype is a free download from Skype.com. Skype to Skype calls are free over the internet currently. You pay to dial out and to have your own inbound Skype number. It's amazing how many people don't seem to have their headphones handy when a Skype call comes in so they default to Skype's chat feature. If you have one of these phones handy though, taking your Skype call is as easy as picking up your home phone. Also these Skype phones you can use at home are also able to be used over your ordinary land line system at the touch of a button.
